Planted 2 plums trees last fall- a methley and a Burbank. Now in April the methley has leafed out, but not the Burbank. It appears to have green limbs and the leaf buds look ok. Is it just later than the methley?
If the branches are alive and bend but not break; give the tree more time.
Each year can be different in leaf out timing.
I have a nunber of domestic plum trees in my garden, Avalon, Cambridge Gage, Herman, Victoria, Avalon and Coe's Golden Drop. I know which of these should pollinate which, but I also have a hedge made mostly of Blackthorn trees which flower at the same time as the domestic plum trees. My question is will the Blackthorn pollinate the domestic plum trees.
Yes, this is possible for them to cross pollinate. You would not notice anything unless you planted the seeds from the fruit. They would, then, express traits from both parents.
Black knot on plum trees.
This is likely a plum canker. Most years it will not affect much. Some years, when it is vigilant, it will wreak havoc on the tree. There is no cure for this, but you can treat it every year in spring with dolomitic lime and wettable sulfur.
Veery small white thread- like growth on fruit. Shakes off orange dust. Seems to kill limb, leaves. Never seen it before

My plum tree, since the blossom has fallen, has developed white looking plums all sizes and and seamed to have formed very quickly. Can you give me some idea what it is and how to treat it?
If you can include a photo, then it will help me to identify what is going on. In the meantime, this article will give you more information on the care of these: https://www.gardeningknowhow.com/edible/fruits/plum/growing-plum-trees.htm
The plums on my tree have shrivelled and dried up and are green, does this mean it has plum moth and are there any remedies?
This has two likely causes. The first would be underfertilization. I would make sure to apply a fruit tree fertilizer once per year, or a nitrogen based in spring, and switch to a high phosphorus and potassium fertilizer once the fruit start to form.
The second would be a fungal infection. This is common during wet seasons. Wettable sulfur, and dolomitic lime should be a once a year application, just to be sure, anyway. Add these if you, also, suspect a fungal infection.

For 2 years I have had lots of blossom on my plum tree but it has never born fruit.
Do you know the exact variety of plum that it is? Can you include a photo? What is your USDA zone? Do you know the age of the tree?
There are many things that could cause this issue. This article will help in the meantime: https://www.gardeningknowhow.com/edible/fruits/plum/plum-trees-not-fruiting.htm
