My philidendron has long vines with healthy leaves on the ends and not leaves in the middle. will it regrow leaves in the middle?

Yellowing leaves may be a watering issue; either too much or too little.
Check the soil moisture; the top inch or so should dry out between waterings.
You also may need to feed your plant a bit. In spring and summer you can fertilize with a balanced all purpose fertilizer once a month.

Don't cut it back completely. Leave some portion of a stump, as the new branches will come back from this. These can remain in the same container permanently, so there will be no worry of needing to transplant it again.

When repotting bipennifolium, does the soil level need to be the same? I am rescuing one, as a house plant, from a friend. Many lower leaves have died off, leaving ten inches of bare plant stem. I thought it would look better if the bare 2" diameter "trunk" were buried but don't know if it would root or rot. ??

Has suffered damage from cold and ice this winter as has happened in the past. This year we removed all dead foliage as has been done in the past. There is no sign of new growth. The stems are moist in centers. What to do

Philodendrons can certainly be grown as houseplants. However, it is always a difficult adjustment for a plant growing in the ground to be moved into a pot. Pruning the plant back beforehand will help, along with other strategies to prevent transplant shock:
