You picture a red odd shaped pepper for this article but the article doesn’t say what the pepper is. I have similar ones in my garden which are supposed to be habanero but they don’t look like them. What are they?
The ones pictured in the article are red chili peppers according to the stock photo. Yours looks like a habanero. Some are wider than others.

Your fungicide instructions should include what to do in case of rain. Some products do require reapplying after rain, but with copper, too much can be harmful. When mixed with lime as a bordeaux mixture, it persists through the rain.
Modern copper fungicides usually can be applied every 7 to 10 days. I would follow the instructions with your product, though, as they vary. Here is some general information:

Store bought pepper seeds have not done anything in the seed starter mix. Some were old seeds and some were taken fresh from store bought peppers. No germination on any.
They will germinate fresh (after about a week of thorough drying), or after several years of storage. Usually, a lack of germination is due to overly wet starter mix. or taking from a green pepper that was not fully ripe. Peppers will enjoy alternating wet and dry conditions to germinate. This can take several weeks. Peppers that come from under ripe fruit will not germinate, at all.
