    It is possible that they can spread. You should isolate the infected plant until it is recovered.

    Generally, brown leaves are normal, a sign of old, mature fronds and can be easily snipped off. However, with your windy conditions, you may want to check the soil moisture, as your plant may be experiencing overly dry conditions brought about by the wind. If possible, you may want to move the plant where it is well protected from the wind.

    Straw and burlap together are great for wrapping and insulating plants. Once temperatures start to get around 50-45F, you can go ahead and wrap the palms. They should be entering dormancy by then.

    If you mean can you propagate Red Palms from a branch, it would depend on where the branch came from and how big it is. You can try placing your cutting in damp sandy soil and see if it will root. Keep the soil damp (though not soaked).

    I would first empty out the excess water and then allow the soil to dry out some. Depending on how long it's been sitting in the water, you may need to check the roots for signs of rotting.     For future reference, water the palm only when the top of the soil feels dry to the touch.
