If I prune Oleander to the ground will it send up new shoots from the ground?
You can prune these pretty hard, however I do not recommend pruning all the way to the ground. Leave at least a foot of stalk for it to recover properly. Here is an article for more information:

Half of my 20 year old oleander hedges have died. They look horrible. What do I do? I've heard that it's next to impossible to uproot oleanders.
Cutting them back to the ground is one possibility. If by chance some are still alive, they should grow back next year.
Here are some other options. Removing dead shrubs should be easier than live ones. Even if you can't get all the roots, completely dead ones won't grow back.

Two years ago we planted oleanders that were about 2 feet tall max. Every fall my husband has cut them back as recommended but now they are extremely tall and the foliage is only on the upper half of the plant. We'd like the foliage to start closer to the ground as they were when we first put them in. Should we cut them back further - like almost to ground level?

My oleander looks great and is growing, but has not blossemed since we had a heavy freeze last winter. We cut dead branches in the Spring. What is the problem?
Yes, these plants don't seem to tolerate freezes at all. Your best move now, would be to propagate some of this in container and bring it in when freezes are expected.
