what is that? what are the reasons? how can i get rid of?
Fungus is often a normal component of soil and doesn't need removal. If you don't like how it looks, loosely rake the area. More info on fungus in mulch here: https://www.gardeningknowhow.com/garden-how-to/mulch/common-mulch-fungus.htm

the mulch out and start all over?
They are called stinkhorns, and they come in many shapes and sizes. They all have one thing in common... The small egg like structures under the soil. This will give positive ID. These mushrooms will cause no harm, and will usually just resolve themselves on their own over time.

When you say spread one inch of spores in the 4x4 growing tray is that one square inch or an inch deep across the whole tray. I know it may seem like a stupid question but new to growing mushrooms.
Sprinkle the spores in a layer one inch deep, then work the entire bed in.

I may have inadvertently found something that oddly kills stink horns . I had a piece of bamboo, a stick that is used as a tree support. I stuck it in the ground so my husband could see the stink horn so we could dig it up. The next day, it was dead?! Another stinkhorn emerges a couple weeks later. Again I stuck the dried bamboo stick into the base of the stinkhorn. Next morning it appeared to be dying. Is there possibly something to this? Would be curious if someone else could experiment
You could talk with your County Extension Office.
