I purchased 2 Mexican lime trees last year. They are both potted and kept indoors through the cold months of our Nebraska winter. They're both receiving the same care, same amount of sun. Only one of the two are blooming. Does this variety have males & females? If not, why would the one not bloom? They appear to be the same age.
As you'll read in this article, sometimes this just happens and the problem might work itself out.
Maybe this will help:

One branch is fine the other not. We water 3x a week for 20 minutes. Lost a branch last year doing the same thing. Thank you for any suggestions.
Unfortunately, Citrus Twig Dieback is a very complex issue! This will have several causes, and will be a combination of environmental and disease issues.
