Help with tree; Lilac Vulgaris. Live in Oslo, Norway. Planted over 2 years before. Up to now only trimmed off flowers after fading with very light snipping of dead small branches. Thinking my options are for end of flowering this season: 1- leave as is do nothing at all. 2- cut way down after fall (shown with red lines on photo) 3- cut further down as I use to do with Crape Myrtles in Texas. It is missing fullness; I could be more patient for the fullness but it seems to need something more from me.
When the top growth reaches the height you want, cut the tips to encourage branching. Continue to remove the suckers from the lower trunk.

My lilacs leaves have been turning a darker green with light green veins. The leaves then curl and dye. I noticed this a couple of years ago and have been keeping an eye on the plants. Read somewhere that this is a highly contagious disease and that I should cut them down rake any leaves and burn everything. Have you heard of this disease and will it effect the new growth? I also burned the ground where they where growing. Any information you can give me would be greatly appreciated.
Unfortunately, the photo of vein chlorosis did not come through. I am unable to see the damage.
Looking at the soil, though- It looks compact. heavy soils and high pH can lead to deficiencies which will show as vein chlorosis in many cases.
Burning the area has, likely, increased the pH even more. I would test the area and amend it as soon as you can.

Every time my lilac bush starts to show new growth, leaves and blooms, they immediately wilt and die. I get so excited, then so disappointed.

How late can lilac bushes be trimmed in Zone 5
Lilacs should not be pruned past mid-summer. You can inspect the ends of the branches and you can see where the new buds are developing. If you only want to trim off the seeds or dead flowers, you can do that without cutting into the new buds.
If you want to remove the oldest canes to make way for new canes, you can still do that. Only remove a couple down to the base.

It was alive and died when i replanted it
That can happen. Moving plants is very stressful for them. It's very important to get most of the rootball and not let the roots dry out during the transfer. Then you must remember to keep it watered till it reestablishes.
If it died just planting it from the nursery, most will replace the plant within a certain period. There is still transplant shock involved then, too.
