Is it to late to cut back hydrangea?
There are many varieties of hydrangea. Without knowing for sure which kind you have, it would be best to wait until after the blooming season is over to do pruning, other than deadheading or removing dead leaves and stems. If you prune now, you may not have any blossoms until next year.

A variety of reasons are behind non-blooming hydrangeas. Anything that stresses the plant will limit bloom since putting out flowers takes a lot of plant energy. Is it unusually hot this year, getting too much sun, not enough water or is it simply mostly old wood at this point that needs rejuvenating. (Old wood on many shrubs does not bloom with the vigor of younger wood.) Do you fertilize it annually and/or give it a top-dressing with compost? Do you have tiny pests like aphids and thrips that are destroying buds? And if all of those check out, then you have to accept that hydrangeas can be temperamental. I have a beautiful pink lacecap hydrangea with green/white varigated leaves but it does not bloom - hasn't bloomed for several years - tried pruning and not pruning. She looks good but for the lack of blossoms.

they look like white grubs with heads, when touched the bodies feel like cotton fluff, they are on my Lacy Hydrangeas
