Our laburnum trees are being attacked by caterpillar type pests. They eat the leaves. At first we notice black small spots on the leaves and then they turn into these pests that look like caterpillars. Tried malthanion, soap water etc. They do not attack any other trees nearby What can be done ?

I've seen this on many laburnums but can't put a name to it. They sap the strength of the tree and make it unbalanced. When remove they grow back vigorously. They are like cancer.
If the tree is grown on a rootstalk, the stray branches could be coming from it.
the branches are green and supple and little hard buds witch are green inside what can I do?
