When planting juniper on a bank , do I plant them in a row or stager them to fill in the bank
Certainly this is personal choice. I would personally suggest staggering the plants.
Check labels for proper spacing of your plants.
My low lying junipers the larger ones are dying Is there anything I should check for that might explain what is happening. They look yellow and brown in some places.
There are several pests and diseases that can kill juniper trees, and unfortunately, some of these are not treatable.
The following articles may help you determine what the problem is. Also look into which of the pests discussed in the articles are prevalent in your region.

I believe my juniper bushes are dyeing from attack of the spider mites. But if they are at the end of their life cycle or too far gone, I might just dig them up. What is the life span of a juniper bush?
Junipers can live for up to 750 years, with some exceeding that. If not treated, then the spider mites will destroy the shrubs prematurely. Digging them up will not prevent this. I would recommend this mixture that I have devised. It will rid you of them quite easily. The recipe is as follows: First, you will want to prime the soil with dolomitic lime, then spread wettable sulfur to Kill off any infection in the soil. I Also like to spray the plant itself. Mix a few drops of one or more of these ingredients into warm water with a spoonful of coconut oil: Rosemary oil, lavender oil, neem oil, garlic oil, cinnamon extract/oil and for really bad cases, also add clove oil.
Hopefully they aren't so infected that you lose them, but keep in mind that this is a possibility.
What fertilizer should be used for blue zunipers? Can one use Ironite 12-10-10 Fertilizer?
I assume you meant to type juniper, a common evergreen. If your plant is in a pot, it will need a balanced fertilizer annually. If it is in the ground, an annual top-dressing with compost may be all it needs. Here is an article on juniper care; https://www.gardeningknowhow.com/ornamental/shrubs/juniper/care-of-junipers.htm
how do I remedy this situation....how do I firm the tree in its growing position...the tree was planted in 2003
You will likely need to remove the plant and dig out the planting area and make some amendments to the soil.
You may want to have a qualified Arborist examine the tree and make these growing adjustments.
