I brought my herbs in for the winter and i have little nats in them. I have been using an organic fertilizer especially for herbs so I don’t know if they are in that or were on there from the outside. How can i get rid of them without chemical since i use the herbs for eating?
You can use sticky traps to catch them. Also be sure you are letting the soil dry out between watering. Wet soil attracts the gnats and they lay their larva in the soil.

After spraying soil around plant and the plant itself I placed a bag over them to isolate problem. How long can I leave badg on and when to reapply
Don't leave a bag on them. They will suffocate. Just spray, and cut away any growth with webbing, since there is no saving it. At that point, it becomes a cocoon that is protecting eggs from spray, so make sure to cut heavily infected growth out.
When to reapply will depend on what you used. Different treatments have different recommendations, so you will want to follow all packaging instructions. This article will help you to combat spider mites: https://www.gardeningknowhow.com/plant-problems/pests/insects/spider-mite-treatment.htm
I have gnats on my house plants and need a spray to control them.
It is important to know the role of fungus gnats, and what causes them to appear.
Fungus gnats serve an important function to the soil. They eat rotting material, and fungus. Some of these fungi are known to infect and kill plants.
Now, these gnats don't really like to be outside of the soil. Seeing them to a degree that becomes an annoyance will signify that their home is too wet to live comfortably for them. They are suffocating in wet soil.
Killing off the gnats may reveal a soil infection that will likely kill the plant if not controlled.
To restore the balance of your soil may take a little work. The first step will be to let the soil dry out thoroughly down to about 3 or 4 inches. You will, then, treat with a fungicide. Make sure to follow all packaging instructions. This article will help you with fungicide use:

Once you remove their food source (fungus) and restore proper soil moisture, they will gladly leave to find food elsewhere.

Had 3 of these on my decking and now more have shown up, but not in a clump together - just dotted about on their own.
That would be my best guess, as well! Unless you catch some nearby, it will be hard to pin down which species it is.
