Idk if it’s getting to much water not enough water? It gets plenty of sun and the vincas u see in the pic are in a separate planter, the ice plant is in its own planter box

Most likely too much water. Is that real grass or artificial turf adjacent to it. Lawn water is definitely too much for ice plant.

What is your target pest? And what is the product? With this information we can try to give you more specific recommendations/cautions.
Iceplant is known for minimal pest and disease issues. But there are possible issues, primarily with fungal disease.
Sulfur is most commonly used as a fungicide, but there are many insecticide products that also contain sulfur. Read the product label and cautions for phyto-toxicity for specific plants.
Sulfur can cause plant injury if applied during dry periods of 80 degrees Fahrenheit or above.
Never apply sulfur if the plant was treated with oil pesticides within 20 to 30 days. The sulfur negatively reacts with the oil pesticide and creates a toxic reaction that will damage the plants.
Good cultural practices and sanitation can prevent or minimize fungal infections of ice plants.
Prune plants regularly and remove weeds to improve air circulation and reduce fungal growth.
Avoid overhead irrigation during cool weather.
Consider watering in the morning hours so that plants dry during the day.
Do not over- or under-fertilize as it may increase the chances of infection.

I would like to plant some ice plant flowers but only by seeding. When can we put down the seeds and how long before they germinate planting in late April. Our zone is in Middle Tennessee near Nashville. I could also plant the flowers from the Nursery but wonder how much area they cover. The information states that grow 3 to 6 inches high and spread only to 2 to 4 feet...Correct?? My circular growing area is approximately 12-15 feet across and is a circle....so, seeds or plants. Is the ice plant different from the flowers? Thank you.
It can take 5 to 6 days for seeds to germinate. They need light to germinate so do not cover with soil. This could be a problem if you start them outside. Birds may get your seeds.

I planted the Bush Ice Plant in my front yard to replace my lawn. It's been doing good for couple of years now, but it has grown taller than I'd like and looks unkept. My question is can I cut it back to make it more even without killing it?
Without killing it- yes. Without destroying its ability to flower- I would suspect that it will keep it from flowering, unless you waiting until after it did so to cut it.
Keep in mind that it will grow back to the same height, though. The height of the plant is set by genetics (mainly), so when choosing a plant be sure that it stays within an acceptable size range before planting.

There is no need to. This will be up to you. If it is old an needs to be replaced because it doesn't function anymore then it could be a good idea to do so.
