I've had this for at least 12 years. Only once did it get about 3 blooms. That's it. It's in a good location, lots of South light near the patio door. It looks really heathy with dark shiny leaves. I don't water often and allow it to dry out before watering again
Often, these are picky and won't flower unless a very specific set of conditions are met. This article will give you an idea of things to try: https://www.gardeningknowhow.com/ornamental/vines/hoya-wax-plant/getting-wax-plant-to-bloom.htm
do I remove hoya leaves that turned dark while in garage during cold weather? if so, how far back?
Yes you can remove them if they are dead. It is ok to take it all the way to the soil level. Keep any dead growth out of the plant as to avoid infection.
This article will refresh you on their care: https://www.gardeningknowhow.com/ornamental/vines/hoya-wax-plant/growing-hoya-wax-vines.htm
ad. Any idea how do I treat this problem? I tried wiping it down with one part rubbing alcohol two part water assuming its powdery mildew. I also wiped it down with one part milk and two part water. Though the white spots are still there refusing to budge.
This appears to be a fungal infection. They are very drought tolerant and will not do well when their soil remains wet for very long.

I will be propagating seeds indoors
Seeds can be grown just like any other plant. Place seeds in moist seed starting mix, keep the humidity and temperature up and wait. The problem comes due to the poor germination rate of these seeds. No matter what you do, most of them will not germinate if these are not fresh seeds.
If they are fresh seeds, you have a much better success rate.
The next issue comes with the seeds not being true to the parent. In most cases, they will not carry traits from the previous generation. They will not likely look similar, nor be as disease hardy.
The best way to start these plants, reliably, is through cutting. This article will help:

Hi, We have just inherited a old large Hoya plant from mum’s house as she has died. I found that it had been continually watered by carers/other family so I soaked up some of the excess water with a towel. The large pot it was in was half full of water too so I was concerned it was badly waterlogged. It used to flower well for mum and really hoping it survives in her memory. I haven’t watered it at all and soil still damp and Mum always said they don’t like repotting. Looking online to see what I can top up the pot with as not much compost left in there and it says Peat based with Perlite/ Vermiculite but soil already in the pot looks like just basic multipurpose compost. Please could you advise me the best compost to use and is it ok now to add some Peat based with Perlite or Vermiculite to normal compost. We would really appreciate any advice you could give us. Many Thanks. Kind Regards. Cheryl Worsley.
Compost mixed with seed starting soil, or peat will be just fine. There are a few things for you to know about the care that this plant needs, though. These articles will help:
