That is Erigeron canadensis, or Horseweed. It can be quite a nuisance, so pulling it now will do you a favor before it sets seed.
I have struggled on for years with sprays and black membranes but have finally had to admit defeat and this will be the first season I haven't grown vegetables for 30 years. Any advice would be apreciated
Have you used a non-selective weed killer containing glyphosate? It's time to bring out the big guns if you haven't. I would weed eat them shorter so application is easier.
You may want to start new raised beds and buy packaged garden soil for the dirt or buy bulk topsoil and add compost or manure. Do not use any of your contaminated soil in the new beds. You can always start small and add more later.

Spread them all as far apart as you can in your container. They spread very quickly. It will be important to divide them every year, as they will overcrowd the container, quickly.

This is one case where eradication is impossible, unfortunately. They do have uses, and you can employ several methods of control to keep them somewhat in check... but eradication will not be possible.

Equisetum can be quite the problem! These ancient weeds are near impossible to eradicate, so constant control will be necessary. Luckily, this plant has many uses.
