My hebe has got spotting on leaves which I know is a disease tho unsure whether I can use just rose clear on it or a specific type of fungal spray to get rid of that? However the rose stalks are brown and copper like and I am unsure whether these are new buds due to flower or old buds that I need to prune away and I do not know how to do this? It is very much still alive the plant. Please help with advice on how to rectify it.
Those look like old buds, especially if you didn't deadhead last summer. Trim them off where they meet the stem.
It looks like you have some fungal spots. These articles should help:

We have recently moved here and the bush is obstructing access to front door, it has tiny white flowers in the Summer. How do I cut it back I don't want it to grow any more?
Here are two articles that should help with this project:

The hebe is an emerald gree in a 9 cm pot
These reach maturity fairly quickly- Within a few years.

The leaves are drying up on two of my three new 1 gallon evergreen Hebe\\\'s. They all get approximately 6 hours of afternoon sun. I\\\'ve been giving them water about 2-3 times weekly if the moisture meter shows that they\\\'re on the dry side. They all have the same planting soil with good drainage. Should I cut the bad stems back, or just remove the damaged leaves? They\\\'re not dead, but the leaves look terrible. Will they grow new leaves this season?
Unfortunately, your photos did not come through. I am unable to see the state of your plants. I would go ahead and pot them up. 1 gallon is quite small to house any mature species. They are likely out of room.
This article will help you to care for them:

I have always thought Hebe to be an excellent plant but I was shocked to hear it classed as a weed on an online blog called’Wednesday Weeds’. Would you be able to confirm whether this Is true, is Hebe generally considered to be a weed?
I saw that blog, and she only calls the subject a "weed" because it showed up in her yard without planting it. She gives a nice summation of the plant, with glowing reports. I checked other online articles and didn't see anything disparaging about the plant. So, I would say it is not considered a weed.
