I was clearing out voluntary trees and accidentally cut down a hazelnut tree. The trunk was about 2" in diameter. Is there anyway for it to re-establish? I stuck it back in the ground and watered it... Looking for a miracle!
There are a few trees that can re-root in this situation, but I'm afraid a hazelnut won't likely survive. You could try to take a cutting from the still-living twigs- this can be difficult, but the twig may grow roots and survive if treated well.
See this article for advice on how to take cuttings:
How long can we expect a contorted filbert to last?
Filbert trees in general are expected to live at least 40 years, though many can last longer. Contorted filbert should be similar, though I don't know the longevity of that variety specifically.
This year I noticed that 80-90% of female buds just shrivel so now we have a 4,5 m high and 4 m tick hazelnut shrub that bears only a few fruits.Last year we got 4.5 kg of nuts.So what it could be.Thanks.
I cut the three at 1,25 m two years ago.The three is 30 years old.No idea why the stalks shrivel....
How old are your bushes? A rejuvenation prune can bring the shrubs back into producing.

Why are the leaves curling up? Not discolored. No obvious signs of pests or mold. The other compatible hazelnut tree is not curling like that. (I forget the name of the other tree's variety)
Curling leaves can indicate a pest or disease issue.

Are contorted filbert trees fast growers or are they slow?
Contorted filberts are slow- medium growers. Growing them in the right conditions will help them to grow best. This article may help:

Hi I would like to know if they can be eaten prior to ripening of falling off the tree. If I wait for them to fall the rodents eat them. Thx Mike
It would seem that you must wait until they fall off to ensure they are ready. Here is an article that will help you to get better results with harvesting: https://www.gardeningknowhow.com/edible/nut-trees/hazelnut/when-to-harvest-hazelnuts.htm
