    A lot of literature says that garlic improves tomatoes' flavor, but it never goes into detail about what that flavor is! From personal experience, I've grown garlic right next to tomatoes and have never noticed a garlicky taste. Your tomatoes should be fine, and they really will benefit from the garlic's pest deterrent abilities.

    This can be normal in many varieties, although pinpointing the exact cultivar will be very difficult. It does seem to be a hardneck variety, though. This can develop that hard stalk.

    These bulbs need to be divided. A donut-like growth habit (dead in the center but growth around that) is always a sign that plants need to be divided. Ten years is also a long time to go without dividing bulbs. Bulbs are usually divided every 3-5 years. This article may help, though it's about dividing tulips, the method is the same.

    They do multiply, but it is very slow. It may take a several years before they fill in the area that they are planted.

    What is under those rocks? Are they planted in quality soil, or just topsoil? Those rocks may be causing it to get too hot around the base of the plants.

    Generally, you will want to feel down into the soil about 2 inches. If it is dry passed this point, then it is time to water. If it is still moist at all, then you will want to hold. off. This could be a bit difficult with the rocks on top, but it will still be your best indication of when to water.
