Cut back unsightly, brown growth to the ground in early spring to rejuvenate just prior to new growth. You may also shear the plant in early summer before they bloom, or let them be and enjoy the silky young 'foxtail' seedheads. Do not prune in fall as its better to leave the foliage on the plant for added protection in winter.

A pre emergent can be applied at a short time period in the spring, before most potato crops are planted.
If you use any post emergent, you do run the risk of killing your potatoes.
