Fittonia argyroneura (Angel Plant). Can cuttings be started in water?
Research shows that the best way to propagate this plant is by cutting a slip, dipping it in root hormone and placing it in potting soil. You can always try to grow roots in water, if you have plenty of stems. Here are articles that may help:

My fittonia was doing fine until recently. All of a sudden the new leaves were dropping daily, but the older leaves were fine. It was only the small and newly developed leaves that were falling off. I added less water the next water cycle around and less leaves, but still a few, are falling. Another concern I have is about the edges of some of the leaves, which are brownish The brownish edges are on some of the leaves, but not all, but it seems as though the problem is worsening. On the leaves with the brownish edges, the edges seem to curve in aggressively. Another problem I am having is with my begonia rex, the edges of the leaves are browning, but a new leaf just came about actually, none are dropping. Hopefully my pictures will help with my descriptions. I've also attached a picture of some of the leaves that just fell off my fittonia. Thank you so much
Your plant is stressed. This article describes the care needed for a fittonia plant, which should help. It requires moderately moist soil and humidity. Let the soil dry out between waterings.

She likes low light. I 1st bought her 3.8 assorted plants + it looked like something ate some of her leaves. She is thriving now, yet there are hard ( when squished there is a watery substance that emits. What is this? I guess gnat or leaf eating bug type "eggs". I have not repotted her yet or any of the in pot plants I bought. Please help! Thanks!
