Stems still green and flexible. Buds, some just fall off when touched. Bought from outside area of store, potted. Have re-potted and fed and placed in 'cold' greenhouse. How long should I wait before returning item?
We are based in the US. I don't know very much about the regulations in your country, but I would recommend contacting the company that you purchased your tree from. They will be able to offer information about that.
What I can do is give you a link to an article that will help you to care for them, to prevent this in the future. This article will help:

And I don’t want to put it in the ground I just want it for a patio plant not like I have a patio but like my back porch or something but I do want to keep it in its container in case I do move to Florida. I want to be able to take her with me although really Florida is too hot for me.
There's more than one variety of little peach trees. Here are a couple articles about how to care for them.

My poor little peach tree it’s a dwarf but it does have real peaches supposedly on it. Although I may not get to find out since it looks like something is eating the leaves. There are small little holes in them and I’m not sure what to do. When I asked at the Home Depot the lady there said to bring it inside and dust it with dishwashing soap, joy in particular. I’m not sure this is a good idea I don’t want to kill it. I just don’t know what to do!! You guys have been so helpful and I’m totally afraid she’s going to die and she’s absolutely beautiful. I’m going to upload a picture hopefully someone will know what to do help help help.

My dwarf peach tree flowered as it should have but then we were hit with a hard frost that killed off the flowers and no leafs ever produced (so far). I put a fertilizing stick in the ground and new shoots are coming out from the trees base. Do I leave them? Remove all but one ? or do I remove all and wait till next season?
The suckers coming out of the base should be removed. Those are coming from the rootstock on which your peach tree was grafted.
You can scrape off a little bark from a couple stems to see if the top part is still alive. If it is green then it is still alive. If it is still alive then proceed with care and hopefully it will leaf out.

Following up on the dwarf peach tree...I removed the suckers and noticed that 2 had roots.....Can I soak them in water for a few days to promote more roots and plant as a new tree?? The original tree is not showing signs of life but I wanted to give it till next spring before I uproot it.

Graft failure usually occurs from wet and compacted soils, which looks to be the case here.
The peach suckers growing are from a non-fruiting root stock, most likely. The fruits that do form on occasion will be hard and inedible.

Do I cut these off the trunk of the tree and just plant them in the dirt? It is a patio bonfire Peach tree but these two little steps coming off are going to be new trees. I just don’t know how to take them off or plant them or how do I do this?
Yes, according to my online research, those trees do not have a rootstock so those suckers growing should be the same as the parent tree.
I also read that the fruit is not edible and the leaves, twigs and stems are all poisonous if eaten.
Here are the instructions for planting:

When it’s in the upper 90’s lower 100’s they become like mushy, or used to say mealy. How do you decide when to pick by temperature or by taste? I haven’t been thinning out our tree, I see natural selection by the tree it drops the weaker as the rest grow bigger. This is a bumper year, last year not as many peaches and not as sweet. I live in an 88005 zip code. Any advise will be appreciated. The tree is maybe between 8-12 yrs old, I planted it on the East front of the house.
Go by taste and by color of the peach. Here is more:
