Unfortunately, your photo did not come through. It could be bacterial or fungal, though. a fungicide can help, but if the damage has progressed too far, then it may be best to start over. These articles will help:

some blooms falling to ground. How do I extract seed if any. Will separate tubers in spring after digging up tubers this fall. This is second time this question asked. I have cleared my E Mail expecting answer...

How deep and when
I would plant them in August, by looking at your annual climate map. Your climate is opposite of ours, and as a plus, it would appear that you do not go below freezing. These, together, will ensure that your flowers will be within the climate range to plant as soon as the soil warms slightly after the cold.
