It is hard to tell from the photo, but it appears to be Moss Phlox or Creeping Phlox. These are both Perennial in our USDA zone 3 through 9. They should be fairly hardy in your area as well.

I planted 5 creeping phlox plants in an area that I want some ground cover. It's planted in full sun, per the instructions, but just seems to be withering, not thriving or growing. I've planted some other things around the same area (sedum, lambs ears) and they are doing fine.
I would give it, at least, a month to get established. It should exhibit very little growth, at this time, since it is putting most of its energy into root production.
You may not notice the full effects of vigorous growth until the next year. Still, you should see signs of recovery within the next few weeks, as it finishes the recovery period.

My creeping phlox is very sparse although it does creep. What does it need to look better?

Growth seems to be on the plant and not from the ground. What could cause this and what do I do?
It looks to be a Black Staining Polypore, or Meripilus species. It is consuming the wood in your bed, and doesn't really pose a risk to plants. You can remove it if you choose.

Hi. Hope you are safe & well. I have not got a clue about gardening so l hope you can help me. My late mum planted a ground cover Phlox in my front garden, but reading about it, it says it flowers late spring. Can you advise what the nearest plant to this is, that will bloom throughout the summer. I am looking to cover quite a large area of my garden to also stop weeds. Thank you in advance
If it's a dry area in sun, you can try ice plant.
