My two acoma crepe myrtles went into winter with black sooty mold covering every branch, now spring it is still there, what should i do and how do i prevent it? I heard of putting bayer systemic rose food as soon as I see the leaves budding, has anyone tryed this?
The sooty mold is caused by a pest infestation. The mold feeds off the honeydew secreted by these pests. There are several it could be, but they are all treated with the same pesticides.
I would recommend treating the tree with neem oil (it is often sold as fruit tree oil - check the label). The neem oil will kill the pests causing the mold and will help clear up the mold itself. Bonus is that it is safe for people, pets and friendly bugs.
My neighbor has a large crepe myrtle tree outside near his carport. I have noticed for the past several years he takes a buzz saw and cuts every branch way down on the tree. Why would he do this, and does it harm the tree in some way?
No, this should not harm the tree. The best tools are sharp, clean shears or pruners. The angles are not so important, but you do need to decide on a style and shape before starting. Technically, you can't cut them too short, they are very resilient to pruning. But, they can end up looking funny looking if they are cut very short, so do so with caution.

My dwarf is now approximately fiveĀ feet high, maybe a little more. It is a weeping tree, and I want to preserve that. How drastic should I prune it? Take all small branches off?

You can, but you need to prune very soon to avoid losing blossoms when you prune.
My crepe myrtles have no leaves but the branches are black from black sooty mold. Can I spray with Consen now even if there are no leaves yet?
That is fine. It will not harm the plant to put fungicide on it before the leaves come out.
