Blooms occasional years but very late. Long after others are in full bloom. July now and no blooms.
They can be somewhat picky about their environment. Several factors will go into flowering issues. You can begin to correct the issues with this article: https://www.gardeningknowhow.com/ornamental/trees/crepe-myrtle/crepe-myrtle-not-blooming.htm
our young crepe myrtle tree had blooms last year, but no buds and the leaves are dark red, what is happening?
Probably water deficit and extreme drought stress. The next stage of decline may be defoliation, branch die-back and mortality.
Soil and water management are vital. Drip systems are often not enough, especially if not maintained and adjusted to the extremely hot dry season there. Deep watering once a week, mulch and fertilization will keep your crape myrtle healthy, if it's not too late.
If you think this educated guess might be an accurate assumption, go out and water it today. Not just at the base of the tree trunk, but in wide area of the soil surface at least as far as the spread of the foliage, and more.

My new yard man accidently weed eated a small crape myrtle to the stem. It had leaves and a couple of white flowers on it. Will it come back with time or is it dead?
It most likely will come back. In colder areas, crape myrtles may die back to the ground during winter but grow back from the roots in spring. So I imagine a weed eater won't keep this plant down.
A month ago i bought a 7" c.m. pot. It continously blooms, which inhibits the growth. I want to see it grow. Do I remove those buds as they keep coming and see new growth?
Yes, removing those can help, as well as feeding a higher nitrogen food. This will promote vegetative growth while inhibiting flowering growth. I have two tontos 4 ft high. I have lost a large limb to breakage on each one. The flowers are so heavy on the branches they almost touch the ground. I would like to prune these back some but don't want to stunt the growth. Being It's August, should I just wait until Jan/Feb to trim to shape, or can I light trim to shape now?
I would wait until the cool season, or dormancy. This will keep from the shrub getting an infection.
In the future, these should be pruned pretty well every year. This will prevent future limbs breaking.

Or does it need the warmth of the sun to sprout??
You might have better luck rooting them indoors with a plastic cover. Here's how:
