I have a ten year old cherry tree that only produces a couple of fruits each year. Any advice would be appreciated.
You didn't mention the variety of cherry tree you have, but at 10 years it's certainly mature enough to bear fruit. Cherry trees do require regular fertilization and need to be kept well watered to produce an abundance of fruit.
When the tree starts to crop apply one ounce (28 grams) of a complete fertilizer such as 12-16-12 (which also contains minor elements) per square yard (0.8 sq.m) in the fall. Nutrients can be applied as foliar sprays in early summer.
I planted cherry, peach and apple trees this spring in south-central South Dakota. How often should these trees be watered?
For the first summer, I would recommend watering deeply once a week. This will help the trees become well established, which will make for healthier trees in the long run.
I have a cherry tree that my goat ate the bark off of, nearly all the way around. The leaves are looking droopy. How can I save it? I tied a plastic bag around the area in hopes of keeping moisture there. Is that a good idea?

They look something like an aphid but round and dark. Two leaves are starting to go from green to red also. I heard spraying soapy water is a good insecticide.
It still might be aphids. They come in many shapes and colors. It may also be scale. These articles will help:

Cannot net or spray. Have tried them all. HELP!!
Have you tried pie pans or old CDs? Hang them on the tree on a string, like you are decorating a Christmas tree. They will sway in the wind and the light that reflects off them startles the birds and they stay away.
I planted a cherry tree this spring and just lately the edges of the leaves have turned brown and curled and a few of the leaves have holes in them. I saw some ants on the tree. Is that what could be causing this problem?

I just purchased a very small Prunus subhirtella 'Pendula'. Can I grow it in a container instead of planting it in the ground?
Although most people prefer to grow dwarf trees in containers, you can still grow this variety in a pot. However, it will limit its overall size.
