Unfortunately, your photos did not come through. I am unable to see the issue at hand. Mealy bugs can come to mind, woolly aphids, and even issues like fungal infections. It would be hard to say without seeing the pest responsible.

It appears to be the pupa stage of a moth or butterfly. I am not familiar with that species, so I cannot tell you which it is. If you want more information on whether this particular species will be harmful to the trees or not then I would recommend contacting your local extension service.
