22 year old potted cactus, outside in summer, is growing too tall to come back inside.
You'll want to use as sharp a tool as you can find - probably a large kitchen knife - and large BBQ tongs to hold the cactus, and probably heavy gloves also. If it's a cactus with several arms (you don't say what kind of cactus it is,) you might want to simply cut off the tallest arm at the soil level. If it's a segmented type, you'd want to cut at the segments to maintain the attractiveness of the plant. If there is no alternative, you'll have to cut in the middle of section. As far as the cactus is concerned, it doesn't much matter where you cut it. Your concern should be for the aesthetics.
Of course, after you've cut the piece or pieces off, you can easily plant them to make more cacti.

I bought cactus potting soil but one of my cactus plants rotted in it already. I bought perlite to add to it and I want to add some pebbles to it also. So I added perlite and then I watered it and 2 days later they are still really moist. I thought maybe I should repot them again and not water them this time and also add some pebbles and then wait to water them. But I don't know how long I should wait to water them. Am I doing anything right? Please help!
Cactus generally prefer to be in a small pot and don't need regular repotting.
A Cactus premix is available at most garden centers or you can make your own.

I added perlite but still holding too much moisture. What can I do? Should I repot them again and not water them? It's been 2 days and still very wet. I'm worried they might rot because of the water retention.
I would purchase a premixed Cactus Soil potting mix.
Or you can mix your own.
To much moisture will indeed rot the Cactus.
Make sure you have not used to large of a pot, most Cactus prefer or will do better with a crowded pot.

I need to transplant this cactus. I would like to break it apart and start other pots as well. I have no experience in this.

My cactus is losing its color. The plant looks purple instead of green. Why? It's on the east window sill in an air conditioned kitchen. That's where it's been since I got it just under a year ago.
It may be getting to much sunlight.
If the cactus and roots are getting to much sun and heat up you can seed this color change.
Also make sure you are not overwatering. Root rot may also be part of the issue.

I did not know not to transplant it. I thought it was root bound. It got more droopy. What can I do to help it get its firmness back? I now looked it up and found it is to be transplanted in the spring and likes being in the same pot. I have stopped watering. I need to get the right plant food, the 10-10-10. I used Miracle-grow. What can I do? Oh yes, the new leaf growth has fallen off. If I leave it alone now, will it come back normal in time?
You are in the wait and see stage.
If root rot has taken hold, the plant may not survive.
You can always take cuttings from your plant to propagate some new ones. Doing this right away may be the best approach.
