Burro tail succulent is spreading out.
It absolutely can. Here's a great article that explains how to care for your plant. https://www.gardeningknowhow.com/ornamental/cacti-succulents/burros-tail/burros-tail-care.htm
It's a 2" single strand that i have to prop up or it will just tip over. It seems like the root system is barely in the ground. What do I do? Replant? I am sure if I do that, it will be a certain death.
Here is an article that should help decide if there is a cultural problem, and one for help if it is declining.

burro's tail is not the green it used to be; now white and purple color; what am I doing wrong?
Did you suddenly move it outside to full sun? It sounds like sunburned leaves. When moving pots outside, always "harden them off" by exposing them gradually to the new conditions.
Keep an eye on it to be sure it doesn't develop soft spots. That would mean rot and you'd want to remove those.

Hey there, my burro’s tail plant had a wonderful flowering spurt in the late spring for the first time since I’ve owned it. Now that all the blooms have long since dried up I’m wondering if I should trim them to allow further growth, or whether I should just let the plant do its thing. Any advice would be much appreciated!
Either will be fine. It will not harm the plant to leave them, but if you would like to pluck them for aesthetic reasons, then you may do so at any time.

I live in San Diego, keep my burrows tail outside. Has been cold in the early morning and rainy. Why is it turning red?
When a succulent is stressed, it can change color. The cool temperatures could have stressed it, plus the shriveled leaves indicate a lack of water, another source of stress.
I'm sure it will be fine when conditions return to normal.
Plants have bugs can I water again with mosquito pellets if I already watered it? I used organic potting soil for my plants.
One of the causes of fungus gnats is too much water in the soil. Plus I believe the mosquito pellets need to be in constant water or moisture.
Here are two articles that will help you deal with the problem:

The leaves look a bit wrinkly too.
Yes. You will need a fungicide to correct this. Here are some articles that will help:
