This is likely the start of a fungal infection, and can be easy to cure at the early signs. I recommend applying dolomitic lime, and wettable sulfur to the soil. This will kill off the infection, and stabilize the pH back to a more suitable level for the plants.
Is mushroom manure good for bamboo? Or is there another kind of manure better?
Are you referring to mushroom compost? This can be a good additive to your soil build, but alone would not have enough nutrients to sustain vigorous growth. I prefer rabbit manure. This doesn't have to be composted, but can you you would like. You can add this directly to your soil for a quick boost for your plants. It is easy to come by as well... They tend to produce large amounts of it fairly quickly.
We have bamboo growing on our side of our fence and have for 15 years. It does not appear to spread anywhere outside of the growing area. My neighbor just showed me about 15 5 foot ish, thick spears of asparagus type plants on their side of the fence! I was stunned as I have never seen those types of bamboo starts on our side of the fence. They looked otherworldly. But assuming they came from our bamboo, what type of barrier can we put in to stop that spread over in their yard?

I just bought this bamboo and I was keeping indoor where sunlight is plenty. But I seems the bamboo is trying out. I have attached the images of the leafs, please let me know what should I do.
Although I cannot see as much of the plant as I would like... It would appear that this is, what is called, lucky bamboo. If this is, indeed, the case then it will not have the same care as bamboo.
Bamboo will prefer full sun, while the lucky bamboo (dracaena) will prefer bright, but indirect light. Full sun can scorch the leaves, as seen in these pictures.
The alternative is a fungal infection, but I can't assume that right off. What kind of soil do you have this planted in?
I'm using red sand, river sand with vermicomposite.
This is not a lucky bamboo, this is common bamboo.
