I have an Anthurium and I am wondering if you should cut of the whole stem or cut the top of stem when the leaf turns brown?
No matter what the plant, I always recommend cutting the leaf from the tip down as it dies. Doing this will let it finish its natural process of pulling those nutrients from the stem back into the plant. It won't hurt to cut the whole leaf off all at once, but I do prefer to do this in steps.

Please help me save my anthurium. I repotted it 2months ago. But before that it was not yielding any flower for several months. It was first planted in a pot with soil and coconut husk but I was not able to repot it in the same soil. I just used a gardening soil mixed with cocopeat. At first I observed new leaves growing but now they are all withered and I don't know what to do. I do not water it regularly and sometimes I just sprinkle water on tip so as not to over water it. Attached is the picture of my plant.
This looks like it could be root rot. Is the soil dry and slightly moist. That's what you would want. If the soil is soggy and poorly draining it can easily lead to overwatering and root rot. It is difficult to see how large this pot is and using too large of a pot can also add to this issue.
I would recommend a good quality potting mix or an orchid potting mix with some potting soil mixed in.

My anthurium stated that it was to be watered weekly with 6 ice cubes is that' correct
I suppose that is one way to do it. I recommend just watering it as usual, but making sure that it has VERY well draining soil mix. My anthurium plant has leaves that are turning brown. It sits on my dining room table, which has large windows on the east and north sides. I water it once a week. I have not fertilized this plant yet, and I've had it for a few weeks.
It may not be getting enough water. Water thoroughly so water drains out the bottom of the pot's drainage holes. Then let the soil dry between waterings. Here is more information:
