My sister has been having trouble taking care of her cactus and since I have a few I tried to help her out. Her cactus had its roots severed but its still got a few healthy sprouts at the bottom so its okay to plant. My only concern is how much soil it needs and how big of a container it should be put in, also I'm a bit unsure as to how much it should be watered. There's a lot of leaves on it and its around 9cm in diameter so I felt it would need more soil and water but for now I've put it in a wide and shallow disc container. Any advice?
This is an Aeonium! They are succulents that must be treated, only slightly, different than a cactus. Unlike a true cactus, this plant must never be allowed to dry out, fully, but never can remain saturated, either.
This article will help you to know what kind of soil they require, and what care they need:

Im not familiar with this type of succulent it’s a new purchase. 1 The “scratches “ or markings are appearing in many of the rosettes ... i’ve inquired in nurseries but no one has seen this type of markings before. 2 the stems are also long, skinny and woody (like flaky) which seem unsuitable for propagating from those. Ivonne from Costa Rica.
Black lines on aeonium are caused by touching or abrading the rosettes. Always hold them by the stems if you are taking cuttings. Anything that touches the leaves or if it rubs up against something will leave these black lines or spots, but they won't show up till the next day.

I am wondering what could be eating this and what I can do?
It could be slug damage. Do you see any slime trails nearby? Here is more:

They have turned into tiny flower heads as per photo. Should I just cut them off and replant? Can I cut the stalks into pieces and plant them? Many thanks.
This article should help. It says the terminal rosettes can be cut off and replanted.
I have a Topsy Turvy plant that is indoors in a sunny window. It has grown into a long stalk with babies coming out of the base. I want to behead it and replant the top and allow the babies to just continue growing into new plants. Can I do this now or do I really have to wait until spring. I have to place it so it always leans against the window or it falls over. I attached photos but couldn’t see them. Thanks.
That is a cool looking plant! These articles should help with the pruning and care. I didn't see anything about waiting till spring, so I think you are OK to do it now.

The center stalk w/8 blossoms has died out but spawned separate life branches doing great, ? Do I cut down the dead part?
Yes, you can cut the dead stems back to the base. Here is how to care for aeonium-plants.

Is it worth entering long stem aeonium in horticultural competition?
I'm not aware of any competitions, strictly, for Aeoniums. That doesn't mean that there aren't any, however. You might try your local horticultural extension, as they might have an idea of some of the competitions in your area:
