It technically blooms once and dies. Normally, it will bloom after 3 years. After it blooms and dies, it produces babies that you can grow in its place.

Q. Aechmea Fasciata

My cat bent the flower on my Aechmea fasciata, and it appears to have died. Can I cut off the flower and have the plant grow a new one? And if so, how/where do I make the cut? Or do I leave it alone and will the plant just grow a new flower itself?

Since they only bloom once before dying out anyway, I wouldn't worry too much. The plant will actually produce babies, which can be repotted. This article will help: https://www.gardeningknowhow.com/houseplants/bromeliad/aechmea-fasciata-urn-plant.htm

No, the flower cannot be reattached. You will have to wait for it to bloom again.
