How frequently does it bloom?
It technically blooms once and dies. Normally, it will bloom after 3 years. After it blooms and dies, it produces babies that you can grow in its place.
My cat bent the flower on my Aechmea fasciata, and it appears to have died. Can I cut off the flower and have the plant grow a new one? And if so, how/where do I make the cut? Or do I leave it alone and will the plant just grow a new flower itself?

No, the flower cannot be reattached. You will have to wait for it to bloom again.
it will have to reflower but it will need to grow a new"pup" first,usually takes upto 2 yrs
