Q.Tabebuia Tree Why Wasps Are Swarming Them?
I don’t see any disease but the tree is young about 7 feet tall. Should the tree be treated with Neem oil or another product ?

You can try Neem Oil or the active ingredient Azadirachtin, which is the concentrated active ingredient. You could opt for capsaicin, which is the concentrated ingredient in peppers that will deter wasps. What I would recommend would be to seek help from your local extension service, as they be able to help, on site.
