Can the Swiss Chard/ Perpetual Sponach bottoms be replanted like carrots and turnips?

I have grown spinach through tip cutting, but It, more than likely, will not root very well from the base again. It is possible but it isn't an effective way. Here is a link on their care: https://www.gardeningknowhow.com/edible/vegetables/spinach/how-to-grow-spinach.htm

Sir, my perpetual spinach has produced healthy leaves for many months and is still producing some weak leaves, but now the base of each plant is growing tall, without producing any seeds. What should I do to get seeds from them?
