It’s about 3 years old and want to know if you have to report it recently is dying off.It’s in the house in a sunny location . I take it outside in the summer after no chance of frost What could the problem be?

Yes, your plant is likely needing repotting and new soil.
Many times the tubers will also just become to old to continue growing. Starting new plants from cuttings is also a way to keep your plant going.
