Sunflower Disease

Question

Hi.. i started with 10 sunflowers.. prune and dispose about 4 of them as they are not growing so well. 2 of them died from repotting so i am left with 4 healthy growing sunflowers. However all them seem to suffer from the same fate (Refer picture attached). All 4 of them are in 2 different pot side by side. Neem oil spray doesn’t seem to work either
