Wanting to transplant my strawberries to a hanging basket. The plants are already putting on blooms and some fruit. Will uprooting and transplanting them at this point hurt them?

Yes, doing so now may affect both the blooming and fruiting. I would hold off on the transplanting until the plants has finished.
