Strange Insects In Raised Beds

Question

Hi I have a raised veg bed consisting of soil /manure and compost. I have discovered a small area a few inches across which looks like a grey mould on the top of the soil but on closer inspection it is thousands of microscopic jumping insects. I have no idea what these are. I have tried to dig them out but they reappear in the same spot after a few days. Any idea what they may be.
