sticky brown bugs on aloe vera

I have an aloe vera plant, and it seems to have brown, flat sticky bugs that suck on the plant and then it kills that leaf. How do I get rid of them?

It could be scale. We recommend treating these kinds pest with neem oil. It is safe for humans and animals but is very effective against most destructive plant pests.
