Q.Starting An In-ground Garden- Soil Issue

Hello, I want to start my vegetable garden but the area I’m going to plant in has a thick layer of wood chip mulch covering what looks like dense clay soil. (Added a picture) what do I need to do to the ground to have a healthy garden? Can I plant my veggies in this wood chip mixture? Will I need to remove the wood chips and add fresh garden soil? Any help is greatly appreciated!

Rake the wood chips aside first, amend the soil, then return the wood chips. Here is how:
