Starting New Shrubs/Flower Area

I have removed my shrubs, and now I would like to start over. I want some some shrubs that will not grow too tall, also not so heavy. Then I would like to plant some annuals as well as perennials. I am trying to do three layers, shrubs, annuals and perennials. Please help.
