squash and zucchini plants flowering but no producing a fruit or vegetable

I have big plants that are flowering but not producing a vegetable. They have these little beige mothlike bugs all over them. Is this the cause and how do I get rid of the bugs? The plants a yelling and shrivelling up like they are not getting enough water but I know that water is not an issue.

Certainly pests or disease will inhibit good growth in plants and can effect blossoming, pollination and vegetable development.
Treat the pests with Neem Oil.

Make sure your not over fertilizing or a soil test can help you determine if you have excess nitrogen in the soil. Excess nitrogen will inhibit flowering and formation of fruit and vegetable.
