Spots On My Twisted Hazel Tree (Corylus Avellana ‘Contorta

Question

I have these spots on my twisted Hazel, all along the branches..I’m worried it might be Eastern Filbert blight? Also, the leaves have brown tips but we have had bad winds and drought to floods this year. Its growing in a pot, I feed it well. I have it about 18 months, it does have nuts growing.. any help would be much appreciated!

No, it has scale. This will destroy your tree if not corrected, ASAP.
