Neem oil is also effective on many pests and safe to use on your plants. As a bonus, it is also a great fungicide. Here is more info: https://www.gardeningknowhow.com/problems/pests/neem-oil-uses.htm [2]
The rotting on the bottom is actually blossom end rot. This article will help with that: https://www.gardeningknowhow.com/edible/vegetables/pepper/pepper-blossom-end-rot.htm [3]
