If you know someone with chickens, this is a great way to acquire the product–not only does it help out the chicken owner but it helps you as well. Many garden supply centers or agricultural suppliers (feed, manure, farming items, etc.) sell chicken manure by the bag. You could begin with a local search for suppliers in your area. As for the cottonseed meal, this too can be found online (planetnatural.com) or through local suppliers.
