Something is Eating New Vegetation

My new beans just barely out of the ground, peppers and even my cucumbers are getting eaten, and I mean new vegetation, like something has snapped them off. My husband put chicken wire around in case it was a rabbit. I have sprayed for insects. They are leaving my tomotoes alone and it’s a raised bed.
