Are you certain that it was a person that cut them? It could be cutworms. Neem oil should help. Here is more information that should help you:

They will likely not rebloom this season unless there are still some buds on the plants.

Thanks I’ll check out the info.. Yes they seem to have been cut by scissors and they took them all 🙁
