We have a plot in our garden where everything we plant dies. Two roses, a cedar tree and other shrubs. Could there be a soil problem that causes this? I’m afraid the previous resident may have dumped a harsh chemical in this area. Is there a way to determine that?

Yes, you can take soil samples to your local extension service. This link will help you find the closest one to you: https://www.gardeningknowhow.com/extension-search/
