Gardening Know How Questions & Answers - https://questions.gardeningknowhow.comI found what looked like dark brown on my new buds on my Hibiscus plant and when I rubbed it, it mashed like a bug/wet powder. I also saw very tiny white looking dots that were not part of the leaves. I could move them to the side. What type of soapy water should I use on them and is this the best cure?

I would suggest using neem oil on the plant. It is effective for treating numerous pests, especially those that commonly attack hibiscus–like aphids, scale, whiteflies, mites, and thrips. Here is more info: https://www.gardeningknowhow.com/plant-problems/pests/pesticides/neem-oil-uses.htm [1]
